5. The reasonable period may be extended by mutual agreement between the Union and the United Kingdom. On 15 November 2018, a day after the agreement was presented and supported by the Cabinet of the British government, several members of the government resigned, including Dominic Raab, Secretary of State for Exiting the European Union.  1. The United Kingdom shall ensure that its withdrawal from the Union does not result from a reduction in rights, guarantees or equal opportunities in accordance with the part of the 1998 Convention entitled `Rights, Guarantees and Equal Opportunities`, including in the field of protection against discrimination, as enshrined in the provisions of Union law listed in Annex 1 to this Protocol; and implements this paragraph through specific mechanisms. Before deciding to suspend certain parts of an agreement referred to in point (b), the complainant shall first consider whether suspending the determination of that agreement in accordance with point (a) would constitute an appropriate response to the infringement. Any suspension shall be proportionate to the infringement in question, taking into account the gravity of the infringement and the rights in question and, if the suspension is based on the fact that the respondent continues not to comply with the decision of the arbitration panel referred to in Article 173, whether the respondent has been ordered to pay a periodic penalty payment and whether it has been or is still being paid by the respondent.
